Serving as incident commander when I am just a line-level officer.

A week-long class where you add a day 4 of tactical skills for LEOs and Medical to practice followed by a large-scale exercise with hands-on. I understand that would require a large amount of space and far more materials, but it is the only way this could be better - integrating it with physical skills.

Powerpoint presentation were hard to follow at times because the speakers kept switching. One speaker per topic would be easier to follow.
