Emergency Management was utilized and explained as an option for resource allocation. Area Command could/should be mentioned that locating it in an EOC would be appropriate to encourage this. The use of IAP "Immediate Action Plan" can be confusing when agencies are typically using an Incident Action Plan for events both large and small.
