The NIMS/ICS jargon is excessive and just makes front line operators tune out. Also, why are we waiting for five people to show up? This SOP was changed after several really bad school shootings where officers didn't act quickly enough (Uvalde, Parkland).

Keep it simple for the people who are actually going into the building. Don't confuse them with unnecessary information.
