Knowing that the incident framework presented was a direct result of critical lessons learned from previous mass casualty incidents.

The assumption that all arriving officers to a mass shootings are going to count what number they are in responding to the incident. That doesn't seem realistic. It would be helpful if Dispatch was able to assign an officer to become the Staging commander, if possible.
