Perhaps drop the triage color codes from the contact teams and just have them advise of the number of patients. The triage colors can be assigned by RTF's as they moved them to the AEP. It will stop some of the confusion of the number of patients.

Make a couple of scenarios based on limit resources that will match the geographic the course is being taught at. Instructors explained that the program works no matter the size of the responding agency but there was not scenario to back up the statemente.
