The course materials and lecture would have been the most valuable. Normally, I would the exercises but this exercise was extremely field focused and Emergency Management was barely incorporated. This is a failure of the system particularly when for many smaller organizations due to resource constraints an EOC activation would be more beneficial to relieve pressure from the field.
