Introducing staging for law enforcement and not over saturating the scene with indeed bodies.

Course was a new concept and seemed rushed. New concepts are hard to rush through and fully absorb. More time would have been nice in order to slow things down so the new concepts can be thoroughly discussed without being rushed for time.

Table top. The idea of staging for an assignment with an active shooter still in progress was murky. The appropriateness of responding LEO's to go to Staging (for a long term event - or one w/ many agencies already on scene) vs. getting an assignment from Staging is unclear.
