The lack of coverage of the content prior to throwing untrained cops into a heavy command and communication environment without preparing the appropriately.

The instructors need to review the material better. Their credibility was blown from their intros. Instructors need to have actual incident command knowledge and experience with this field and should be taught by a member of NJSP or related.
