Active Shooter Incident Management

Build Your Own Active Shooter Incident Management Trainers in 1 Day

If an outside training provider has to fly in every time you need active shooter training, readiness stalls. ASIM Basic Train‑the‑Trainer is an 8‑hour in‑person course that builds your internal ASIM trainers so you can train on your schedule, to one standard ASIM playbook across law, fire, and EMS.

15–20 minutes · No obligation
Built on the ASIM Checklist, the NTOA-endorsed national standard for active shooter incident management
In-Person Classroom + Practicals
1 Day 8 Hours
Up to 20 Trainer Candidates
Cross-Discipline Law, Fire, EMS
Why ASIM Basic T3

One ASIM Standard, Taught by Your Own Trainers

Most agencies have a patchwork of active shooter training that changes every time a new outside training provider shows up. ASIM Basic Train-the-Trainer builds a single internal ASIM trainer team so every shift, station, and mutual aid partner learns the same checklist‑based incident management model. Your leaders get a common playbook and clear, defensible training records.

Unify How You Teach ASIM

Use one vetted ASIM Basic curriculum and checklist so every officer, firefighter, and medic learns the same incident management process.

Train on Your Schedule

Stop waiting on outside calendars. With in‑house trainers, you can run ASIM Basic for new hires, promotions, and refreshers whenever your schedule and staffing allow.

Prove Who Is Trained

Centralized tests and training records show exactly who has completed ASIM Basic and when — for leadership, unions, grants, and after‑action reviews.

When an active shooter incident happens, it is too late to wonder who has actually been trained.
The Course

Build Your Internal ASIM Trainer Team in One 8‑Hour Day

ASIM Basic Train-the-Trainer is a single 8‑hour in‑person course for up to 20 trainer candidates drawn from law enforcement, fire, and EMS. Over the day, your candidates experience ASIM Basic as students, then step into the trainer role to teach modules, run practical exercises, and use the system that tracks who is trained and to what standard.

AM

Morning: Experience and Learn ASIM Basic

Trainer candidates take part in the ASIM Basic course, walking through the checklist, case examples, and guided practicals from the student perspective.

PM

Afternoon: Teach, Run Practicals, and Set Up Tracking

Candidates practice teaching key blocks, running Counterstrike™ practicals, giving feedback, and using the LMS to enroll students, score tests, and document training.

The Experience

What Happens in the Room

ASIM Basic Train-the-Trainer gives your people hands‑on confidence to both run ASIM Basic and answer hard questions from the line. Candidates leave having run scenarios, briefed mixed‑discipline groups, and seen exactly how the checklist performs under pressure.

ASIM Basic Train-the-Trainer participants working through a tabletop map exercise.

Mixed‑Discipline Training Room

Law enforcement, fire, and EMS trainer candidates work together so your ASIM trainer team reflects the way you actually respond.

Hands‑on Counterstrike™ Exercises

Candidates use the Counterstrike™ Professional Training System to walk through active shooter and hostile event scenarios from first call to last transport.

Trainer Reps with Coaching

Each candidate gets reps presenting course content, facilitating practicals, and debriefing exercises — with coaching from NCIER instructors.

No‑Fault, No‑Embarrassment Environment

We use a no‑fault coaching style that supports both seasoned instructors and first‑time trainers, keeping the focus on learning the ASIM model and how to teach it.

After the Course

What Your Trainers Keep

You keep the full ASIM Basic curriculum and tools so you can deliver internal ASIM Basic training as often as needed — with no per‑delivery training fee from NCIER for non‑commercial use.

Common Questions

Frequently Asked Questions

What is the difference between ASIM Basic and ASIM Basic Train-the-Trainer?
ASIM Basic is the 4-hour course delivered by your trainers. ASIM Basic Train-the-Trainer is an 8-hour course for up to 20 trainer candidates that prepares your own people to deliver ASIM Basic internally using the approved curriculum, tools, and LMS.
Who should we select as ASIM Basic trainer candidates?
Choose officers, firefighters, and medics who already teach, coach, or lead training in your agency, plus a few emerging leaders. They should be comfortable in front of a room and have credibility with the line.
Will this conflict with our existing active shooter SOPs or plans?
ASIM is an all-hazards incident management model designed to complement and strengthen your existing policies. During the course, we connect the ASIM checklist to how you already operate instead of replacing your plans.
Is this appropriate for all personnel?
Yes. ASIM Basic focuses on incident management roles and checklists, not tactical team tactics. It is appropriate for all personnel who will be managing and supporting incidents.
How long do trainers stay certified? Are there ongoing fees?
Trainer candidates receive a 3-year certificate when they become certified ASIM Basic Trainers. We recommend periodic refreshers to keep skills sharp. There is no automatic annual renewal fee from NCIER for internal, non-commercial ASIM Basic deliveries.
What do our trainers keep after the course?
Your trainers leave with the ASIM Basic curriculum, checklists, slides, tests, and LMS access so you can run ASIM Basic on your own schedule. There is no per-delivery training fee from NCIER for internal, non-commercial use.
How many people can attend an ASIM Basic Train-the-Trainer delivery?
Each delivery accommodates up to 20 trainer candidates. Many hosts choose a mix of law enforcement, fire, and EMS so their ASIM trainer team reflects their real-world response partners.
What does the host need to provide?
You provide a suitable classroom, basic AV, and up to 20 trainer candidates. NCIER brings the ASIM Basic curriculum, instructor team, and course materials needed for the day.
How is this typically funded or procured?
Most agencies fund ASIM Basic Train-the-Trainer through existing training budgets or homeland security and public safety grants. Other funding mechanisms, call the office for more information.
