Cold Zone

Definition

In an active shooter incident, an area outside of the Inner Perimeter and inside the Outer Perimeter where no threat is reasonably expected.

All responders operate within the Cold Zone.

It's important to note zones (e.g., hot, warm, cold) are often depicted as a clean geographic area such as a square or circle. In practice, this is rarely the case. In reality, zones tend to be shaped like arbitrary blobs of completely irregular shapes. And, the shape of each zone changes over time (like an amoeba) as the active shooter incident unfolds. Over time, the Hot Zone should continue to shrink until only a Warm Zone remains. When clearing begins, the Warm Zone will shrink as the Cold Zone grows until the scene is declared safe.

The Cold Zone is a safe space used for organizing and supporting the response, away from danger. It is the designated area where responders set up critical functions like the Command Post and Staging area, as well as locations to manage the media and families.
The Cold Zone is the area located outside of the Inner Perimeter but inside the Outer Perimeter. In fact, the primary purpose of the Outer Perimeter is to wrap around the outside of the Cold Zone to keep unauthorized people out and preserve a safe working environment.
While immediate, life-saving 'Indirect Threat Care' happens in the Warm Zone, traditional Mass Casualty Incident (MCI) operations—such as setting up formal Triage, Treatment, and Transport areas—are considered Cold Zone functions because they require an environment not under threat.
Yes. Even though there is no active threat expected in the Cold Zone, security is still required. Law enforcement Contact Teams may be sent into the Cold Zone to provide dedicated security for critical operational areas, such as the Command Post, the Staging location, or to secure the Outer Perimeter.
The Command Post should be established in a secure Cold Zone location that is specifically kept away from the general public and the media. It should also be physically separate from the Staging area and tactical units to ensure incident leaders can manage the response without distractions.
